Fixed it.

It was to do with Windows Security preventing "Controlled Folder" access. Had to allow the downloaded FM upgrade .exe file permission to access controlled folders. (The old FM.exe file had already been given permission when I encountered a similar problem as reported some time ago.)

I came across this fix by right-clicking the dis.dat folder > scanning with Windows Security.
