Price/Sell Transaction Window

I get two different Price/Transaction Windows. One with a Commission Fee Box and one without. Each Price/Transaction Window displays the Commision Fee column but if the Commission Fee Column is blank the Price Transaction Window will not display the Entry Box for Commissions.

Any idea how to enter the commission fee when its initially left blank???
