I installed 4.7 with no change in the behavior.

The Y axis is labelled correctly in the graphs that don't work. The scale is set to autoscale for all graphs. Log scale is turned off; turning it on changes the Y axis labels, but the graphs are still blank.

I've now found that some graphs do display: pie chart graphs, stacked value graphs, and bar-yields. None of the others (I believe all line graphs) display.
