Can users define percentages to be used as target alert values?
What about using various averages; i.e. when NAV crosses 100 day
average, or 39 week average, etc.

: Just the default for new alerts is +/- 10%. You can change it to anything
: you want. You can have multiple alerts set. It sounds like you may be
: going back and setting a new alert, thinking that you are looking at your
: last alert set? See "Edit/All Data" and select the "Alerts" data type.
