Hi Tony,

If you have a lot of reports and/or graphs saved in your portfolio, when you re-open that portfolio all of these windows are re-created, and can "flicker". You may not be realizing that you are creating a new report window each time you go to the Reports menu. You can close all of your reports/graphs, and then save the portfolio. Try this:

Window / Close All Reports
Window / Close All Graphs
File / Save Portfolio

FYI, you can see all of the open graph/report windows under the "Windows" menu.
