Burn CD

When you download and burn to a CD does that make an executable program or is it strictly for backup. Here is my reason. My employer as implemented some new rules on software. We cannot load any personal software on our office PC's. I want to install to CD rom so I can still work on my investment information without having to load the software on the hard drive at work.
