Are these foreign cash accounts assigned as your exchange rate investments under "Options / Currency Settings..."? If so, that would cause this problem. Exchange rate investments assigned there will not be adjusted, as they are only used for converting from one currency to another, and shouldn't have a value (no shares owned).
